Question about some quests

Does anyone know why I cannot find any available quests in Korean Folk Town and Kerning Square Mall?

for KSM, there is no quest from Blake/Jake
and no NPC at KFT are giving quests

I'm currently a lvl 48 dawn warrior.

Help appreciated thanks
