Resolved Blessing of the Fairy bug?

Description of Bug: Blessing of the Fairy still at level 0, and I'm level 33.
How to Replicate Bug: Not sure.
Additional Notes (optional): Is this normal? Did I do something wrong?

Hello! Blessing of the Fairy works by grabbing the highest level of ANOTHER character on your account. So if you were to create a new character on that account now, and considering your highest character would be 33 at that point, your BoF skill will show level 3 for the other character, not the one you're on. Hope that clarifies!
