1) Elemental Proliferation does not increase Flamethrower Dot Damage
2) Blaze Capsules are not used unless they are the first bullet in your inventory
3) Blaze Capsules are used on skills other than Flamethrower.
How to Replicate Bug:
1a) Use Flamethrower on mob with level 0 Elemental Proliferation, notice the DoT Damage.
1b) Use Flamethrower on mob with level 30 Elemental Proliferation, notice the DoT Damage.
2)Sort blaze capsule to be at the end of your bullets. Use flamethrower. Notice bullet was not used.
3)Sort blaze capsule to be at the beginning of your bullets. Use any skill other than flamethrower. Notice bullet was used.
