Currently the TOS section on glitch abuse says:

Glitch Abuse is the act of unintentionally exploiting any forms of glitches, functions, and flaws within the server. Players who fail to report and/or continue to abuse will be found guilty of violating this section.

I think there is a typo.... the word "unintentionally" should be "intentionally".

Or just leave out the word altogether. If someone is unaware of a glitch and it's clear from their behavior that they are unaware, it's not glitch abuse, it's merely stumbling upon a glitch by accident. Example: there's a glitch that can be spammed endlessly for endless benefit, but a person only does it once. That's not exploiting a glitch.

--------------------------------

Now for my suggestion..... I think the glitch section should be expanded to cover two different cases. Here is my proposal:

Glitch Abuse is the act of exploiting any forms of glitches, functions, and flaws within the server. Players who fail to report and/or continue to abuse will be found guilty of violating this section.

Penalty

1. Abusing a glitch for in-game gain, such as experience, mesos, items, or character stats:
1st Offense: 1-7 day ban + removal of ill-gotten gains | 2nd Offense: Permanent Ban

2. Abusing a glitch that does not result in a gain for the abuser, but causes annoyance or inconvenience for other players, or enhances the abuser's ego:
1st Offense: verbal warning to stop | 2nd Offense: 1-7 day ban | 3rd Offense: Permanent Ban

For abuse Type 1, I added the part about "removal of ill-gotten gains" because I think the gains made from exploitiing a glitch should be removed.

For abuse Type 2..... a common example is a Cash Shop item bug that causes some players to DC every time they encounter it. I've seen this all the time in other servers. A glitch abuser would park his character in channel 1 FM and disconnect a bunch of players from the game and think this is really cool.

If anyone is found to be wearing a glitched item, they should be warned to stop wearing the glitched item until it's fixed. Since it's possible that the glitch-wearer is unaware of the glitch, this warning step is neccesary.

Another example is some kind of a visual glitch. An abuser will intentionally use an item or spam a skill that contains visual defects just to "appear unique" or just because he thinks it's cool. This may annoy some people, and it adds to the general perception of the server being buggy and decreases public confidence in the server.

For instance, v.83 has a multi-pet bug where a pet will jump repeatedly from a platform, in a never-ending loop. Some people park their character in channel 1 FM in a prominent platform in order to spam this bug and annoy other people. (or because he feels clever about finding out about this visual glitch).
