Quest milestone rewards

Make it so quest milestone rewards checks highest count of any characters on the account. Other option would be adding all characters quests done to the count, but I feel like that's a bit too OP.

The quest rings are all account-shareable, and certain quests are required to run through the character rather than the account, so I think this may not be necessary. What do you think?
